The recent Resources Safety and Health Legislation Amendment Act 2024 has introduced the requirement for mine and quarry operators in Queensland to implement formal Critical Control Management (CCM) systems. These systems focus on identifying and managing controls that prevent or mitigate Material Unwanted Events (MUEs) – such as fires, explosions or structural failures.
These CCM systems must be implemented by June 2026.
Critical controls are those whose absence or failure would significantly increase the risk, regardless of other safeguards. The legislation requires operators to define their threshold for material unwanted events.
To support implementation, industry guidance such as the International Council on Mining and Metals (ICMM) Critical Control Management Implementation Guide and Good Practice Guide and the Resources Safety and Health Queensland (RSHQ) Risk Assessment Education Resource offer practical frameworks for identifying MUEs, selecting critical controls and establishing performance standards and verification processes.
