Independent review of the Victoria’s Dangerous Goods Act
The regulatory frameworks that apply to dangerous chemicals in Victoria are complex, with multiple aspects
overlapping. High profile incidents, like the recent chemical warehouse fires and the discovery of illega
l stockpiles of dangerous chemicals, clearly indicate that the current dangerous goods regulatory
frameworks in Victoria are not working effectively. The Victorian Government is conducting
a comprehensive review of Victoria’s dangerous goods laws to determine if they are fit for purpose.

The Unintended Impacts that COVID-19 May Have on Critical Safety Systems
Due to COVID-19, the ‘virus’, companies have voluntarily and/or been forced to limit the number of employees onsite
and/or extremely restrict interactions between employees whilst at site to limit the spread of virus.
Obviously, this a good control to protect the health and safety of employees and
the wider community from the spread of the virus. However, it can have unintended consequences on critical safety
systems that are designed to operate with employees being at site and interacting / collaborating whilst at site.

Chemicals, and products made from chemicals, play an integral role in our everyday life, from fertiliser, fuel and industrial gases
to pesticides, plastics, and paint and so on. Many of these chemicals are hazardous. Incidents involving them can have
significant impacts for the workers, the emergency services personnel who respond to incidents and to the community
who live or work in the vicinity of these industries. These issues were highlighted with two recent fires, a major chemical
fire in West Footscray in 2018 and a waste management facility fire in Campbellfield in 2019. These incidents raise
questions about how hazardous chemicals are being managed in our workplaces.
